To log in to cPanel, you must first have a hosting package purchases and linked to your domain. After successfully purchasing a hosting package, navigate to Service > My Services > Select Domain > Select Login to cPanel on Left Actions Menu.
This will bring you into your cPanel when you can manage everything with your website.
